What is the basis?

        Measures of the Customs of the People’s Republic of China on the Administration of Manifest for Inward and Outward Means of Transport (promulgated by Order No. 172 of the General Administration of Customs and modified in accordance with Order No. 235 and 240 of the General Administration of Customs), Notice on the Adjustment of Matters Related to the Administration of Water and Air Manifests (Notice No. 144 of 2019) and other relevant announcements.

What is the transmission time requirement?

        The obligor of electronic manifest data transmission (hereinafter referred to as “manifest transmitter”) shall, within the following time limits, transmit electronic manifest data of import goods to the Customs in the form of electronic data:

Water transport

1.  For an inbound container ship, 24 hours before the commencement of loading of the goods; For container goods transshipped through an overseas port, 24 hours before shipment at the last overseas port of transshipment.
2.  24 hours before the arrival of an inbound non-container ship at the first port of destination within the territory; If the voyage is within 24 hours, before the arrival of the first port of destination within the territory.
3.  If an entry ship carries containerized and non-containerized goods at the same time, they shall be transferred separately according to Items 1 and 2.
4.  Inbound passenger/cargo liner (voyage less than 24 hours), 2 hours before commencement of loading.
5.  For other short-distance vessels entering the territory (voyage less than 24 hours), 4 hours prior to the commencement of loading.
6.  In the case of transshipment of goods at a port within China, the goods shall be transferred before the entry ship arrives at the port of discharge.

Air freight

        If the entry voyage is less than 4 hours, before the aircraft takes off; If the flight is more than 4 hours, 4 hours before the aircraft arrives at the first port of destination within the territory.

How to standardize filling?

        The person transmitting the manifest shall fill in the manifest according to the requirements of the specification for filling in the manifest data items to ensure the authenticity, accuracy and validity of the data.

        The filling conditions and specifications of the Original Manifest Data Item are listed in Annex 1, Annex 14 and Annex 15 of the General Administration of Customs Announcement No. 144, 2019.

        The specifications for filling in data items related to dangerous goods are as follows: The shipper of the manifest shall accurately fill in the dangerous goods number, name and contact number of the dangerous goods contact person and other manifest data information.

        Dangerous Goods Code: Fill in the United Nations Dangerous Goods Code.

        Dangerous Goods Contact Name: Fill in the name of the contact person who can provide details of the dangerous goods.

        Contact number of dangerous Goods contact person: If the consignee of the original manifest is “TO ORDER”, the contact number of the notifier must be filled in.

        If the communication mode category code is TE (telephone), fill in the telephone number in international standard format (international prefix + country code + area code + telephone number).

        If the communication method class code is FX (Telex), fill in the telex number in international standard format.

        If the communication method category code is EM (E-mail), fill in the E-mail address that meets the standard.

        Communication Mode Category Code: Enter the communication mode category code.

        Pay attention to：According to the requirements of data item filling, if there is an association between data items, if one of the data items is filled in, the associated data item must also be filled in.

        The name of dangerous goods contact person, contact number of dangerous goods contact person and category code of communication method belong to the situation where there is association relationship between the above data items.

What are the consequences of making a mistake?

        According to the law of the People’s Republic of China on customs administrative punishment regulations on the implementation of article 22, has not been transport to the customs manifest the prescribed period, such as electronic data transmission of electronic data is not accurate or has not been saved the prescribed period relevant electronic data, influence of customs supervision, a warning shall be issued, may be fined between RMB 50000, have the illegal income, confiscate the illegal income.
