The General Administration of Customs issued ten measures to promote stable and high quality foreign trade

        The General Administration of Customs recently issued 10 measures to ensure stability and improve the quality of foreign trade while strengthening the prevention and control of the epidemic outside ports.

        I. Ensure unimpeded circulation of industrial and supply chains in key regions. Expand the “combined docking and unloading” supervision mode for shipping vessels to the Yangtze River to alleviate the shortage of transportation capacity of ports, wharves and highways in Shanghai and its surrounding areas; Efforts should be made to expand the pilot work of the integrated control and inspection mode of vacuum packaging and other high-tech goods, and speed up the port clearance of key materials for electronic information enterprises in the Yangtze River Delta region to maintain the operation of the industrial chain.

        II. Expedite the customs clearance of goods urgently needed by enterprises. At eligible ports, we will carry out trials of “direct loading” for import goods and “direct loading” for export goods upon arrival, optimize work procedures and further improve customs clearance efficiency.

        III. Improve the efficiency of inbound and outbound logistics. We will actively support enterprises in carrying out railway “rapid customs clearance” business, and improve the facilitation of railway logistics in China. Vigorously promoting the concept of “smart Customs, Smart Borders, Smart Connectivity” in international customs cooperation. We will continue to promote pragmatic customs consultations with other willing countries and carry out “railway Clearance” cooperation, and improve the facilitation of cross-border freight train transport between China and Europe. We will further improve the customs supervision mode of waterway logistics in the Yangtze River Delta and other key areas, support the expansion of trials of such modes as “confirmation of departure”, and constantly improve the efficiency of waterway logistics.

        IV. Ensure the smooth flow of inbound and outbound postal routes. In order to transport the backlog of inbound and outbound mails affected by the epidemic, China has studied the opening of temporary postal routes according to the application of postal companies to meet the demand for domestic and overseas postal services.

        V. Improve the fast track for COVID-19 vaccine reagents. Under the premise of controllable risks, China will optimize the entry-exit safeguard measures for COVID-19 vaccines and testing reagents, speed up the approval and approval of COVID-19 vaccines and testing reagents, and ensure rapid customs clearance of COVID-19 vaccines and testing reagents.

        VI. Actively implementing measures to cut taxes and fees. We will ensure that Chinese enterprises enjoy tariff preferences for their exports from RCEP members, collect and coordinate solutions to specific issues affecting enterprises’ benefits, and implement RCEP policy reductions and dividends.

        VII. Ensure the effective supply of agricultural and food products for import and export. We will accelerate the registration and filing of import and export food production enterprises. We will promote quarantine access for quality agricultural food products. Support the introduction of excellent animal and plant germplasm resources. Copy and popularize quarantine and supervision measures of imported biological materials of animal and plant origin. We will improve the inspection and supervision requirements and models for import and export commodities. Establish a green channel for inspection and inspection of fresh and perishable agricultural food products for import and export. Ensure the safe supply of agricultural and food products to Hong Kong and Macao.

        VIII. Support msmes in market procurement trade. We will simplify and optimize the conditions for monitoring small quantities of market procurement trade, expand the scope of automatic examination of export inspection and quarantine documents and rapid issuance of electronic ledters for small quantities of export procurement trade, and promote the sound development of market procurement trade.

        IX. We will promote paperless customs clearance of import tariff quotas. It will work with the National Development and Reform Commission and the Ministry of Commerce to speed up the construction of a network inspection system for TARIFF quotas, strengthen information sharing and business linkage between departments by relying on the “single window” for international trade, and realize online application for tariff quotas, automatic verification and cancellation, and paperless customs clearance.

        X. We will strengthen statistical monitoring, analysis and data services. We will continue to track the trade shares of major economies and the scale and flow of global trade in important commodities, and actively conduct import and export analysis on micro, small and medium-sized enterprises as well as specialized and new enterprises to provide data support for enterprises to expand markets. Improve the performance of customs statistics online query system, and constantly innovate digital statistics service for the public. We will strengthen the release and interpretation of import and export data to provide strong guidance for the steady growth and high-quality development of foreign trade.

        General Administration of Customs required the national customs in-depth research, tracking analysis of the current foreign trade development challenges, combined with the customs reality and local governments, enterprises reflect the outstanding problems, detailed specific measures to stabilize the basic foreign trade and foreign investment.
