CCC certification and entry verification
CCC is China Compulsory Certification. Its English name is China Compulsory Certification. CCC certification directory and definition
The State Administration for Market Regulation issued no. 18 announcement in 2020 and No. 21 announcement announced the latest version of the mandatory product certification catalog description and definition table (revised in 2020) and the mandatory product certification catalog products and 2020 commodity number corresponding reference table.
The new definition table contains 17 categories of commodities: Wire and cable, or connection with electric circuit switch and protection equipment, low-voltage electrical appliances, small power motor, electric tool, electric welding machine, household and similar purposes equipment, electronic products and accessories, lighting appliances, vehicles and accessories, agricultural machinery safety products, fire protection products, security products, building materials products, children’s products, explosion-proof electrical, household gas stoves, A total of 103. Declaration goods according to the declaration tax number inspection and quarantine category is “L”, if yes, it may involve entry verification, if not, it is not the implementation of certification scope. For customs declaration goods with “L”, according to the declared tax number and product name, according to the “Mandatory Product Certification Catalogue products and 2020 Commodity Number corresponding reference table” and “Mandatory Product Certification Catalogue Description and Definition table” and the certification implementation rules of the corresponding products issued by the CNCA to define whether they are in the catalogue. According to the specific circumstances, the customs can divide the products in the catalogue of compulsory product certification into two categories: no need of verification and need of verification. The imported goods that fall under the provisions of the Administration of Compulsory Product Certification (former AQSIQ Order No. 117) do not need entry verification. For imported goods that need entry verification, the customs shall carry out network verification on the Exemption certificate of Compulsory Product Certification or the Certificate of Compulsory Product Certification, and the “License number” shall be indicated at the customs declaration. The Provisions on the Administration of Compulsory Product Certification (former AqSIQ Order No. 117) stipulates the circumstances of exemption from compulsory product certification certificate.
Circumstances that need not be handled
Article 41 of the Provisions on the Administration of Compulsory Product Certification (Former AqSIQ Order No. 117) stipulates five situations in which compulsory product certification is not required at the time of entry:
I. articles for personal use of foreign embassies and consulates in China or offices of international organizations in China and their diplomatic staff;
II. articles for personal use of the official offices of the Governments of the Hong Kong and Macao Special Administrative Regions in the Mainland and their staff members;
III. personal articles brought into China by entry personnel from outside China;
IV. articles aided or donated by foreign governments;
V. other circumstances in which compulsory product certification is not required according to law.
According to the relevant management provisions, other situations that need not go through compulsory product certification according to law include the following:
I. Relevant documents of compulsory product certification are not required for the import of complete sets of equipment and used mechanical and electrical products under the following circumstances: Complete set of imported equipment (goods attribute includes “22 complete set of equipment”), if the components/parts are installed together with the whole machine or used together, there is no need to implement the entry verification; However, if the quantity obviously exceeds the reasonable supporting quantity, entry verification shall be carried out according to relevant provisions. 2. Import of used mechanical and electrical products (including “21 used products” but excluding “22 complete sets of equipment”) are not subject to entry verification if they are approved by the state with special permission or by the government departments at or above the provincial level. 3. The import of used mechanical and electrical products is not subject to entry verification under four special circumstances: “export maintenance and re-import”, “temporary export and re-import”, “export return and re-import” and “domestic transfer and re-import”.
II. According to the Measures for the Supervision and Administration of Inspection and Quarantine in the BONDED Area, Annex 26, Order 243 of the General Administration of Customs, the warehousing and logistics goods, office supplies for their own use, raw materials and parts needed for export processing of enterprises in the bonded area from overseas are exempted from compulsory product certification. However, the bonded import and the production and processing equipment of enterprises in the bonded area, which belong to the entry verification commodities in the catalogue, shall be verified.
Circumstances of exemption
“Mandatory product certification management regulations” (the original order no. 117 of the supervision, inspection and quarantine) of article 42 of the provisions of the products listed in the catalog producers, importers, distributors, or its agent to market regulators can apply for exemption of mandatory product certification, submit the relevant certificates, responsibility guarantee, product conformance statement (including type test report), and other information, The products shall be tested as required, and may be imported only after being approved to obtain the Certificate of Exemption from Compulsory Product Certification, and shall be used in accordance with the declared purposes under nine circumstances:
I. products needed for scientific research and testing;
II. Introduce parts and components needed for production line for testing technology;
III. products directly required for the purpose of maintenance by end users;
IV. Equipment/parts required for production lines/complete production lines (excluding office supplies);
V. products intended for commercial display only but not for sale;
VI. temporarily imported products (including exhibition products) that need to be returned and transported out of the customs;
VII. Parts and components imported through general trade for the purpose of exporting complete machines;
VIII. Parts and components imported through processing with imported materials or materials for the purpose of exporting the whole machine;
IX. other circumstances in which compulsory product certification is exempted for special purposes.
Facilitation measures for entry verification of imported auto parts

For the imported auto parts exempted from compulsory certification (11 HS codes), The customs declaration unit can take the goods out of the port after going through the declaration procedures as required by the consignee’s self-declaration on exemption from compulsory Product Certification (self-declaration for short). Make up the declaration information according to the customs declaration modification method. On October 16, 2019, the General Administration of Customs 2019 157th announcement on imported auto parts product promotion on the announcement of admissibility facilitation measures, involving the CCC certification of a part of the imported auto parts products (8 HS codes), inter alia, the customs at the time of inspection issued by the certification body authorized by the department of certification and accreditation certification, In principle, sampling inspection is no longer carried out. On December 27, 2019, the General Administration of Customs issued the Notice No. 219 of 2019 “Notice on Promoting the Implementation of Import Auto Parts Products Inspection and Supervision Facilitation Measures”. Based on the Notice No. 157 of 2019, the General Administration of Customs further issued the Notice in Beijing, Tianjin, Shanghai and Chongqing, Guangzhou, Shenzhen, Hangzhou and Ningbo expanded the scope of imported auto parts. For all imported auto parts products involving CCC certification, the customs will adopt the certification certificate issued by the certification body recognized by the certification and accreditation department during inspection, and in principle, no sampling inspection will be carried out.
