Guide for the establishment of bonded Logistics Center (Type A)
In accordance with Article 32 of the Customs Law of the People’s Republic of China, the storage, processing, assembly, display, transportation and consignment business of bonded goods and the operation of duty-free shops shall meet the requirements for customs control, be approved by the Customs and go through registration formalities. Relevant formalities shall be completed with the Customs for the transfer, transfer and entry and exit of bonded goods into and out of bonded places, and they shall be subject to customs control and examination.
I. Conditions for the establishment of bonded logistics center (TYPE A)
I. Meet the requirements of customs supervision, planning and construction of logistics center;
II. The storage area (including storage yard) of the public logistics center shall be no less than 4000 square meters in the eastern region, and no less than 2000 square meters in the central and western regions and northeast regions;
III. The storage area (including storage yard) of self-use logistics center shall be no less than 2,000 square meters in the eastern region, and no less than 1,000 square meters in the central and western regions and northeast regions;
IV. The logistics center is a storage tank with a volume not less than 5000 cubic meters;
V. Establish computer management system in line with customs supervision requirements, provide terminal equipment for customs to consult data, and network with customs in accordance with customs certification methods and data standards;
VI. Set up isolation facilities, supervision facilities and other facilities necessary for handling business in accordance with the requirements of customs supervision.
II. Qualification requirements for the operation enterprise of bonded logistics center (TYPE A)
I. Registered by the administrative department of industry and commerce, with independent corporate status;
II. A business place for storing goods;
III. Have a management system that meets the requirements of customs supervision.
III. Materials required for the application of “Establishment approval of Bonded Logistics Center (Type A)”
For the first time you need to provide:
I. Application for the establishment of bonded Logistics Center (Type A);
II. Geographical location map and plan map of bonded Logistics Center (Type A).

IV. Procedures for approval of establishment of Bonded Logistics Center (Type A);
I. An enterprise’s application for the establishment of a logistics center shall be accepted by the competent customs and reported to the customs directly under it for examination and approval;
II. The enterprise shall apply for acceptance inspection to the Customs within 1 year from the date of issuance of the document approving the establishment of the logistics center by the customs directly affiliated to the enterprise, and the competent Customs shall examine and accept the logistics center according to the interim Administrative Measures of the Customs of the People’s Republic of China on Bonded Logistics Center (Type A);
III. After the logistics center passes the inspection, the directly affiliated Customs shall issue the Bonded Logistics Center (Type A) Registration Certificate to the enterprise;
IV. If the enterprises approved to set up logistics centers fail to apply for acceptance inspection on time for legitimate reasons, the acceptance inspection may be postponed with the approval of the directly affiliated Customs, and the extension shall not exceed 6 months, except in special circumstances;
V. An enterprise approved to establish a logistics center shall be deemed to have withdrawn its application for establishing a logistics center if it fails to apply for acceptance inspection within the prescribed time limit or fails to pass the acceptance inspection without justifiable reasons.
V. Continuation process and validity period of bonded logistics center (Type A)
The validity of the Registration Certificate of Bonded Logistics Center (Type A) is 3 years.
For extension, please note:
I. Enterprises operating logistics centers shall apply for extension 30 working days prior to the expiration of the Bonded Logistics Center (Type A) Registration Certificate, which shall be accepted by the competent Customs and reported to the directly affiliated Customs for examination and approval;
II. The directly affiliated Customs will grant an extension of 3 years to the qualified enterprises operating the logistics center, and issue or endorse the Registration Certificate of Bonded Logistics Center (Type A).
VI. Enterprise change process of bonded logistics center (Type A)
If the logistics center needs to change the name, address, storage area (volume) and other matters, the competent customs shall, after accepting the application of the enterprise, report it to the customs directly under the Central Government for examination and approval.
VII. Enterprise cancellation process of bonded logistics center (Type A)
If A bonded Logistics Center (Type A) enterprise terminates its business for any reason, the bonded logistics center (Type A) enterprise shall submit A written application, which shall be accepted by the competent customs and reported to the directly affiliated Customs for examination and approval. The competent Customs shall handle the cancellation formalities and return the Registration Certificate of Bonded Logistics Center (Type A).
