Q&a on destination inspection of Imported goods

I. Why do we need destination inspection when the goods have entered China?

In order to facilitate enterprises, improve customs clearance efficiency, achieve rapid customs clearance and transfer of imported goods, and reduce the backlog of goods at ports, the customs implements the supervision of “two-stage access”. The first stage determines whether the goods are allowed to enter the port, and the second stage determines whether the goods are allowed to enter the domestic market for sale or use. In this mode, after the import goods are removed from the port supervision area, the customs carries out destination inspection on the goods requiring inspection to determine “whether the goods are allowed to enter the domestic market for sale or use”. For goods requiring destination inspection, an application for inspection shall be submitted to the customs of destination within 20 days after clearance by the customs at the port of entry.

II. Can port inspection and destination inspection be completed at one time?

You can do it all at once. During customs declaration, enterprises can choose “port and destination combined inspection application” from the two-stage access application according to the actual situation of imported goods. For the goods that meet the requirements, the port customs will carry out “destination inspection” and go through all the inspection procedures at one time.

III. Is there a prompt for destination inspection when the goods leave the port for release?

No, enterprises should pay attention to the information of “single window” declaration receipt in time. The fact that the bayonet system does not intercept does not mean that there is no control of “destination inspection” instructions. If the carrier vehicle is not intercepted at the port, it does not mean that the import enterprise has completed all customs supervision procedures.

IV. What should I do if the destination inspection is not implemented?

If the declared destination inspection and quarantine organ is found to be the port Customs after the customs clearance, and some destination inspection requirements are not completed, it shall take the initiative to contact the port customs to clarify the disposal measures. If conditions permit, the goods can be transported back to the supervision place of the customs of the port for destination inspection, or they can apply for destination inspection to the local customs of the place where the goods are actually stored according to the guidelines of the customs of the port. No matter what method is adopted, the goods shall be sold or used only after the destination inspection is completed, otherwise the corresponding legal liability shall be assumed.
