Announcement No. 118 of the General Administration of Customs of the People’s Republic of China, 2021

        In order to facilitate enterprises’ declaration and efficient customs supervision, further improve the accuracy of declaration and statistics of COVID-19 prevention and control materials, and serve the overall situation of epidemic prevention and control, in accordance with the tariff Adjustment Plan 2022 (issued by document No. 18 of the Tax Commission (2021)), the declaration items for import and export of Novel Coronavirus testing tests and other COVID-19 prevention and control materials are hereby announced as follows:

        I. Add relevant commodity numbers

        (I) The addition of commodity no. 30024100.11, named “Novel Coronavirus vaccine, in prescribed dose or in retail packaging”; The original number 30022000.11 is no longer used.

        (II) The addition of commodity no. 30024100.19 as “Novel Coronavirus vaccine, undosed or in retail packaging”; The original number 30022000.19 is no longer used.

        (III) The commodity code 38221900.20 and the name “Novel Coronavirus Test Kit” have been added; The original numbers “30021500.50”, “38220010.20” and “38220090.20” shall be discontinued.

        (IV) The commodity number “40151200.00” and the name “medical, surgical, dental or veterinary mittens, mittens and exposed mittens made of vulcanized rubber” have been added; The original number 40151100.00 is no longer used.

        (V) Add the serial number “63079010.10” and the name “medical or surgical masks”; Add commodity number “63079010.90” and name “Other masks”; The original number 63079000.10 is no longer used.

        (VI) Add the product number “90192010.10” and the name is “Invasive ventilator (Complete machine)”; The product number “90192010.90” is added, and the name is “Parts and Accessories of invasive Ventilator”; The product number “90192020.11” is added, and the name is “Non-invasive Ventilator (complete machine) with automatic man-machine synchronous tracking function or automatic adjustment of respiratory pressure function”; The commodity number “90192020.19” is added, and the name is “Parts and Accessories of non-invasive Ventilator with automatic man-machine synchronous tracking function or automatic adjustment of respiratory pressure function”; The product number “90192020.91” and the name “Other Non-invasive Ventilator (Complete Machine)” are added. Add “90192020.99” as “Other Non-invasive Ventilator parts and Accessories”; The original product numbers 90192000.10 and 90192000.90 are no longer in use.

        II. Requirements on the declaration of transaction units for the newly added commodity numbers

        (I) The transaction measurement unit of commodity no. 30024100.11 shall be declared in accordance with “branch” and the code is “012”.

        (II) The transaction measurement unit of commodity no. 30024100.19 shall be declared in accordance with “liter” and the code is “095”.

        (III) The transaction measurement unit of commodity no. “38221900.20” shall be declared in person, with the code of “170”.

        III. Implementation time

        This announcement will take effect from January 1, 2022.
